FRAMEWORK REVIEWKorea entry and regulatory modelsReviewed 28 September 2026

What we help leadership teams decide

Is Korea strategically viable?Which legal model fits?Who must be aligned? What could prevent delivery?

WHY KOREA 한국 진출

Korea is not a single market-entry proposition.

Opportunity depends on the institution, location, legal model and public purpose. Local validation is therefore required before a board commits its name, capital or leadership time.

01

Strategic fit

Test whether Korea supports the institution’s academic mission, regional strategy and long-term governance expectations.

02

Market evidence

Validate the addressable family base, competing provision, location logic and realistic enrolment pathway.

03

Public-sector alignment

Identify the responsible authorities, policy objectives, local counterparties and conditions for credible engagement.

04

Delivery conditions

Examine the legal route, sponsor, site, capital, approvals and operating readiness as one interdependent system.

HOW WE HELP

Local evidence for board-level decisions.

We translate Korea’s policy, market and implementation environment into a decision pathway that an overseas school board can evaluate, approve and oversee.

01

Market & demand

Catchment, family demand, competing provision and enrolment assumptions.

02

Legal & policy route

School type, establishment authority, student eligibility and approval conditions.

03

Public-sector engagement

Stakeholder mapping and structured engagement with relevant public bodies.

04

Financial feasibility

Capital, operating assumptions, ramp-up exposure and decision sensitivities.

05

Partner & site diligence

Roles, incentives, governance, land conditions and delivery capability.

06

Implementation planning

Approvals, workstreams, accountabilities, milestones and pre-opening priorities.

KOREA ENTRY MODELS 제도·설립모델

Similar names. Different legal routes.

Korea does not have one generic “international school” category. The appropriate pathway depends on the institution, location, sponsoring entity and intended student body.

01

Foreign Educational Institution

A statutory route for a qualified foreign school corporation to establish an institution in a designated free economic zone or in Jeju, subject to the applicable national and local approvals.

02

Foreign School

A school established under the Elementary and Secondary Education Act, primarily for foreign-national students and limited eligible domestic groups. It is legally distinct from a Foreign Educational Institution.

03

Jeju International School

A separate statutory school model within Jeju Global Education City under the Jeju Special Act, with its own establishment and operating framework.

SELECTED PUBLIC-SECTOR ENGAGEMENTS 주요 공공 프로젝트

Relevant work, disclosed with precision.

Publicly disclosed engagements are presented by official scope and period. Confidential school, investor and pre-approval work is not listed without permission.

Project descriptions reflect publicly disclosed scopes and do not imply endorsement by the commissioning authority.

MARKET & POLICY INTELLIGENCE 시장·정책 인텔리전스

Evidence before commitment.

Our work combines regulatory review, demand analysis, financial testing and stakeholder intelligence. The purpose is not to validate a predetermined answer, but to identify a viable route—or show where one does not exist.

PROJECT APPROACH

Decision gates from interest to implementation.

01

Define the entry question

Clarify the institution’s academic ambition, governance requirements, target market and non-negotiable conditions.

02

Test feasibility

Review demand, legal route, site conditions, public-sector alignment, capital requirements and implementation risk.

03

Structure the pathway

Set out the appropriate establishment model, counterparties, approvals, decision gates and delivery programme.

04

Support implementation

Coordinate local evidence, stakeholder engagement, application preparation and pre-opening workstreams.
